Position Summary Under minimal direction, the Rate Analyst is responsible for complex analysis, activity based cost aspects, and conducting detailed studies related to the following critical areas: cost-of-service studies for gas and water services, including analysis of customer classes and the allocation of associated costs; Impact Fee analysis to determine appropriate charges for recovering District asset costs from future growth; and rate development for new and expanded gas and water services. Additionally, this role is responsible for monthly rate analysis and execution of rates into the Customer Billing system to ensure timely and accurate collection of District operating expenses and capital expenditures. This role will also complete analysis and benchmarking of Industry Key Indicator and rate structure changes. Education Required - Bachelor's Degree in Accounting, Finance, or a related area. Minimum Requirements Required - Minimum of 5 years of experience working in Accounting, Finance, or Rates. Preferred - Experience working within the utility industry. Preferred - Prior experience in rate analysis, rate setting or rate development. Licenses, Certifications and/or Testing Required - Pre-employment Background Check & Drug Screen Upon Hire Knowledge, Skills and Abilities Demonstrated ability to effectively communicate complex ideas and analysis, verbally, in document format (e.g., Excel, Word) or in presentation format (e.g., PowerPoint). Ability to identify business non-conformances, analyze and find root causes, and propose timely resolution to key business stakeholders. Proficiency with personal computers, tablets, and/or other electronic devices to include familiarity with, but not limited to, Microsoft Office Suite (Excel, Outlook, Word) and enterprise wide software (e.g., SAP). (Intermediate proficiency) Previous experience preparing and presenting financial modeling, by incorporating detailed research, analytics and problem solving skills. (Entry proficiency) Prior experience in a regulatory environment, familiarity with reading, interpreting and applying applicable federal, local, and state regulations. (Entry proficiency) Demonstrated collaboration, negotiation and conflict resolution skills. Ability to learn new or upgraded computer software as required. Efficient written and verbal communication skills, in English, to assist internal and external customers, co-workers and management professionally, regardless of provocation. Essential Functions Calculate gas and water rates and maintain accurate and timely system updates for all rate changes, including gas, water, sewer, trash, and other applicable fees. Administer all changes within a rigid timeframe to ensure accurate billing to all customers. Assist in the preparation and review various analyses in support of gas and water rate recommendations, cost-of-service studies and allocations, gas and water revenue forecasts for annual revenue budgets and long-range projections of District cash flow requirements. Provide ongoing analysis and auditing of SAP customer account setup fields, implementing necessary account changes with appropriate approvals to ensure accurate billing for ratepayers. Prepare and compile statistical reports and surveys required by AGA, AWWA, and other agencies under guidance, ensuring data accuracy and adherence to requirements. Participate in troubleshooting, testing, implementation, and validation of system enhancements, changes, and upgrades for the Rates department. Distribute gas and water rates and rate schedule changes as necessary. Attend and participate in meetings with management. Work with and educate other divisions in the understanding and proper application of District gas and water rates. Perform ad hoc customer analyses and develop what-if scenarios to support decision-making. Assist with analyses and support for our third party entities where billing services are provided. Prepare Impact Fee studies to evaluate cost recovery associated with system growth and infrastructure investments. Communicate effectively with internal and external customers, co-workers and management professionally, regardless of provocation.
